A friend just got a Mac Book Air. She has a lot of photos on her old Dell computer in Kodak and Shutterfly files/format.

Can she transfer there to her new MBA and, if so, what is the easiest way?

In the Applications, Utilities folder should be a transfer utility. Never used it myself though.
Or just put the photos on an external drive and transfer them that way.
Or if they are on the same wifi network, in the Finder app do Cmd-K (go to server) and type smb://ipOfWindowsPC and then assuming the photos folder is shared on Windows you can copy them over directly.
Or download the Windows iCloud Control panel for free from Apple. It will create an upload to PhotoStream folder. Put all the photos in there. Then open iPhoto on the MacBook Air and set the preferences to download from PhotoStream.
