My photos stopped coming over from the Cloud to my new Ipad?

My photos stopped coming over from the Cloud to my new Ipad?
They stopped when I started transferring music files. They never re-started. I am very low on cloud storage, but am trying to transfer existing photos from icloud to ipad , not trying to add new items . How do I get the photos that are on all my other devices to also be on my ipad?

If they are in your photostream, give it time. They will transfer over if you have the available space.
