iPad will not accept and set new password.

I am asked to type in new password and then again to confirm it and no matter what password I make up I always get error message saying that I cannot use password and must choose a different one. Also my new iPad Mini 2 running iOS 7.0.4 will not restore backup of old iPad mini running also iOS 7.0.4. The backup is listed but will not let me enter password. I know its correct because I tried restore backup to double check on old iPad and set up no problem after entering password. Why won't my new iPad set up from that backup?

Is the password you're entering for the lockscreen or for an encrypted backup?

have u sure enter right apple id password or have enter diffrent password for that , its sure restore from old backup otherwise specify some error when restoring if u have enter right password
