Resetting iOS7 without cell or Wifi connection

I'm trying to help my sister sell her 4S that she upgraded to iOS7 before getting a 5S. Since she has already deactivated the phone, she has no cell data connection. Also, apparently her wifi connection hasn't been working (yes, I know that makes selling it difficult, but it's still worth something). This lack of an obvious data connection makes it impossible to turn off Find My Phone, which makes it impossible to reset the phone.

Is there another way to get a data connection (e.g., Bluetooth connection with a computer)? Is there another way to reset the phone without a data connection? Thanks for the help.

Not that I'm aware of. She needs at least a data connection of some sort to even wipe the phone remotely via the iCloud website.

You can log into find my iPhone from a PC and remove the phone.

Or you could login under her name.
