cant activate iphone 4

hi I wonder if you can help me . I bought this iphone 4 from his owner and cant activate it , I check the imei # its good ....the reason I cant activated its because the iphone still in his apple account what cant I do ? I cant reach him

I'm assuming the owner loaded the latest version of iOS which is iOS7. If a phone is wiped on iOS 7 you cannot get past activation without the previous owner give the go ahead by entering their Apple ID. I find your case odd, though. If you were to wipe data off your phone before selling it then the device already asks to enter your Apple ID credentials in order for the activation process after wiping to not even ask for it again for activation.

You could alwautry wiping the phone and restoring it, but that woul only work if it was iOS6 or earlier I believe.
