when somebody calls and they somehow can get somebody elses contact info to appear on the phone, can that be stopped?

If you are referring to caller ID and this is a frequent caller to you from the same number, Simply place them in your contacts and when and IF they call from that number it will always come up with their name. Nobody is actually falcifying info as it comes from how it is set up by the carrier.

CallerID spoofing is not all that difficult... there are apps for that unfortunately...
