    Is it a wifi only iPad... if yes, there's your answer...

    Otherwise - you, and the android phone user will have to use a 3rd party solution for messaging... or just send email.

    Even a cellular iPad can't send SMS.

    Correct. You can only send texts from both versions of the iPad to other iOS devices.

    I meant to say iMessages..not texts

    Those are not text messages as in cellular SMS/text messages... they're iMessages that use Apple to get from one device to another. Carrier SMS/Text messages route over carrier network(s) to go from one device to another.

    Cellular iPads CAN'T send text to anything other than iDevices without using a 3rd party app. Native message app is for iMessage only

    What is a good 3rd party app to use? Do I just dump the iPad and switch everything to the android world to effectively communicate with 90% of the real world?

    Nope find a third party app until iOS 8 comes out and that will solve everything.

    For third party apps are you good friends do you have fb. You can use fb messenger. Messaging in twitter. There is a ton of them.
