If you have an iCloud account and have performed an iCloud backup, your photos should restore to your device. If you had a lot of them, it may take a long time to restore.
Having said that, what do you mean, "now stuck on loading screen"? What is stuck on that screen? Are you saying that your photos are attempting to load? Your apps? Your home screen? Your device? what?
