“New” message? No, but your reply should sync over to your Watch.

No. Like Just_Me_D mentioned, the state should be the same on your iPhone and Apple Watch.

What should I do to correct the problem? Possibly remove my watch and re-pair it to my phone?

Before you do that, can you clarify whether or not the the message thread is syncing with your iPhone? In addition, are you getting a new “notification” when you re sending a reply? If you are then yes, you can try un-pairing and then pairing the watch to your iPhone again.

I’d try rebooting your iPhone and watch before unpairing.

This appears to only occur when texting with someone with an android phone

Crazy question: Do you have Messages in iCloud enabled? I believe message state is synced through that iCloud service.
