Hello and welcome to iMore. I do not believe that there is a way to use Safari with any of the Apple Watch series, including series 5.

Not Safari, but there are ways to access web pages since watchOS 5 - there is a webkit. The easiest way is to open a link from an email message or an iMessage message that you send to yourself.
