You sure your Apple Watch is updated? I'm not on iOS 11. Hopefully someone else will know.

Yes I’ve gone into the settings a million times just to make sure.

I haven’t had that issue, have you tried adding them directly from your Apple Watch? By force pressing your current watch face and swiping over to add a new watch face?

Initiate the Watch app on your iPhone, and then select “My Watch” at the bottom of the screen. Afterwards, go to General→ Profiles, and then double-check to make sure that “watchOS Beta Software Profile” is listed therein. If not, you need to install the profile and then update your Watch. If it is listed, restart both your Watch and your iPhone and then try to access the new watch faces.

Unless developers, you won’t get the needed 4.x WatchOS versión needed. To my understanding there’s no 4.x WatchOS public beta, new watch faces are only compatible with version 4.0 or higher.

Correct. It's easy enough to find a Dev token on line and get the Dev betas. I did it for the watchOS 2 Dev Beta. It was just a little tedious to get out of it (to avoid the Update notifications for the next wOS betas so I didn't bother for wOS3 or 4.

I tippy-toed on the wild side for a second, and am now on the straight and narrow.
