Pay Stops Working When Changing Watches

I've got multiple Watches and recently it seems when switching one out Apple Pay stops working. This is the third time it happened. I think.

The first time, both the Watch and the Watch App told me the card wasn't working. It was Apple's problem, not my banks', and nothing fixed it but the next iOS/wOS update.

The second time, both the Watch and Watch App said there was trouble, but re-entering my card fixed it.

This time, AP didn't work but there's no indication in the Watch or App, or at my bank, of a problem.

I restarted today's Watch (that failed Pay yesterday) and immediately double-clicked for my card. The Watch showed 'Updating card information' or something similar.

Now it's time for controlled field testing to see which Watch fails, if Auto-Switching is the culprit, and what it takes to fix ithis As it involves making multiple purchases the only financially responsible option is — MickeyD's.
