We can be on the other side of the resort and can send and receive texts to and from our Apple Watch with the iPhone in the room. We are using the wireless network of the resort, with our phone on airport mode with wireless activated on our watch and phone. Is this something anyone else has encountered?

There most likely have a wifi booster in there resort of some sort that's allowing your Apple Watch to still be in range of your iPhone because there's no way your watch is working on it own

When I am at home the wifi doesn't work that way when I am within its range.

The watch will connect to any wifi network that your phone has been linked to. This is why you can still receive notifications.
