Lately, why isn't my average heart rate saving on my outdoor run Apple watch workout?

It is capturing heart rate info - but when I save the workout and open it on the Activity app Average Heart rate is blank

I have this exact issue. I've chatted with Apple support and they can't figure it out. Only occurred since WatchOS2 and IOS9 and only outdoor runs.
