If my phone is connected to my radio Bluetooth does that mean my watch and phone can't be connected at that time?

No. Your iPhone can be connected via Bluetooth to your Watch and another device simultaneously.

Yes, Bluetooth will allow up to seven concurrent connections, I believe. My iPhone is paired with my car, and my Apple Watch is paired with my iPhone. Both work together just fine. I even use the remote on my Apple Watch to control the music playing over Bluetooth from my iPhone to my car's stereo.
