4K @ 60Hz on Apple TV 2nd gen. confusion

On my 1st gen Apple TV 4K I can already select 4K HDR or Dolby Vision to stream at 60 fps (Hz). So how should interpret this from the perspective that the new ATV is advertised as an upgrade that can stream 4K content at 60 fps?

The majority of sources reviewing the new ATV don’t go into detail about this but I believe that somewhere I read that although you can set the 1st gen ATV to output 4K @ 60 Hz it still only passes 30 Hz from a source like YouTube

So it seems that the source is the limiting factor. But then the question arises, is the upgrade only limited to 4K HDR YouTube content (and ”content providers that are partnering with Apple“), or will Netflix, Apple TV+, Amazon Prime also now suddenly output all the 4K content at 60 Hz (which I thought they already did considering my 4K @ 60 Hz setting on the 1st gen ATV).

And, last but not least, is the 60Hz bump also for 4K Dolby Vision content?
