the tv set is turned off but the apple tv remains on and there is no direction in the set up guide on how to turn it off after use

I believe it's set up by default to automatically shut off after a certain amount of time when it's idle. If you dig around in the settings, you can specify the amount of time before it shuts off.

Also, if you want to manually shut it off, just hold down the Play/Pause button for about 5 Seconds, and that will shut it off.
