Can I use Pay Cash in imessage to give money to my kids?
Can I use Pay Cash to put money in my 12 yr old's wallet then activate a Pay Cash virtual card in their phone wallet so they can finally use Apple Pay on their phone or watch? I try to activate it and get an error message that only says it isn't available on "this account". Is this due to the child's age in family share? Do I have a setting toggled wrong? Is it because of some restrictions setting? Any info would be helpful.

Are they on the latest iOS version?
And are you guys located in a supported country?

You have to make sure they are on the latest iOS and also have Walker enabled with an account/debit card for it to work. I had the same issue with my college aged daughter. So she set it up and I can now send her Apple Pay money.
EDIT:
Ok, so if you send money they get an Apple Pay Card. And they can use that when making purchases at retailers that accept Apple Pay.
If you wish for the money to go I to their account, then they can transfer that money by adding their bank account information.
I sent my daughter $1 to test this and it was verified by our transaction.

The disadvantage would be that Apple Pay doesn't work at most places. So, unless they have actual money or card in hand, it wouldn't be of much use.

Many areas have quite a few businesses that accept Pay. But the OP was asking about sending money via iMessage Pay to a child's account.
