Connect is really a stand-along social media platform on top of iTunes Store. It's integrated with Apple Music at the service level to limit features, but it can be used independently. It's Ping 2.0.
If you aren't going to use it, you're free to Restrict it, but if you just want to get rid of Apple Music's clutter cause you aren't going to use the service all you have to do is toggle "Apple Music" off.
They aren't really both correct, because Connect is nothing more than Ping 2.0 that gives you a few extra features if you subscribe to Apple Music. It's almost it's own service. They were just launched together and added to the app in the same update.
But does it really matter that much, probably not.
