So if I'm paying 9.99 a month, I'll be able to stream ANY song that's in the iTunes Store?

Most... so far, I've seen the Beatles catalog won't be available to stream...there will likely be a few other artists who's deals with Apple will exclude streaming...

But streaming isn't downloading, right? I'm having a hard time understanding what the difference between "off line" playing and downloading is. Do I have to buy an album to download it? What do I get with off-line capabilities?

Generally speaking, streaming is listening to music or viewing video without allowing it to be saved on your device. If something is saved on the device, then it has been downloaded.
