Why aren't the messages on my iPad working?

My messages on my iPad aren't working

It says this iPad is restricted from creating messages, why is this & how can I fix it ! Please help

Are there "Restrictions" set on the device?

Settings > General > Restrictions

If restrictions are set, you will need the passcode to remove the restriction.

More than likely, restrictions has been placed on the iPad and the only way to change it is via the systems administrator (if work or school-related) or your parents, if applicable.
