How to sign up in Apple Store without filling up credit card form?

In signing-up in App Store, there is always this credit card form that is required to fill up but the problem is that I'm still underage and I do not have any credit cards so how can I sign up without filling up that form?

You can't. It's required. Even for free downloads.

If you've already created an Apple ID you have to add a payment method. No way around that.

You can create a new Apple ID without adding any payment method by following this guide from Apple: https://support.apple.com/en-us/HT204034
