Why can't I re-download a game from the App Store?

why can't I re-download a game from the App Store?

I deleted a game that was glitchy but i saved all my progress in the Game Center. I want to download it again but when I touch the little cloud icon, the circle will spin for about 2 seconds and change back to the cloud. I restarted my iPad but it didn't help.

Try again later. The store might be having an issue at the moment.

Also, make sure you have Internet access, either via mobile data or via Wi-Fi.
