How do I download apps from the App Store?

I can't download apps

When trying to download apps from App Store it asks for my password as usual then acts like it's loading then just stops and says "get-install" all over again..and I don't have a balance due or anything so what else could it be?

Have you attempted to Sign Out of the App Store and then sign back in?

Have you enabled the new feature that allows you to download free apps without entering your password? Maybe it's about that. Go to Settings >General >Restrictions >Password settings >set to 15 minutes and toggle passwords off. It may be something else. But what I don't know.
