    Is it possible to get all the functions that are on iOS10 onto iOS9? Like when I select the "i" in Bluetooth settings I have no options. And would really love those popups of the battery life of them.

    No is the short and simple answer.

    Features and functions that were added to subsequent operating systems will be available from there on going forward but they're not going to be added retrospectively into older operating systems.

    That's the same usually across all tech. Windows 10 features aren't ever going to appear in Windows XP now

    Is your device not capable of upgrading to iOS 10 or is there a reason you've chosen not to?

    The best you can do is try to replicate features with apps like Workflow, that let you automate task, add buttons to the widgets/home-screen, and deep link to settings. I would look up how to do what you want before you purchase, but you may find some workflows tha make your life easier.
