Can not restore whatsapp from iCloud, it goes up to 25% and starts again, any help!

Trying to restore for days from iCloud, the file size is 6.5gb and it restores up to 25% or 1.73gb then it goes back to 1% and start restoring again and again.
My device model: MG572LL/A version: 9.2.1 (13D15) Iphone 6 128gb with 94gb free space.
My iCloud account has 200gb total and 113gb available storage.
My internet speed is 6mbps
Any suggestions or has anyone had this problem?

The app itself is not backed up to iCloud. Only the data associated with it and the app's icon. Anyway, what do you mean when you say "it goes up to 25 and start again"? What goes up to 25, and where are you seeing this?

After I install the app from App Store I try to restore, the restore process goes up to 25% and star all over again from 1%, No I erased and installed again, and it goes to 13% then starts from 1% again, does not go any further.
