How do I get the watchOS beta certificate?

I updated my 5s to iOS 10 b2, then followed the sketchy instructions at watchOS beta 3 is out! Here's how to install it now! | iMore and got nowhere.

When logged in I see the watchOS page on my phone and see the blue DOWNLOAD button on the right. I don't see anything that says Download watchOS 3 beta Configuration Profile.

Pressing DOWNLOAD takes me to XCODE and tells me that I need to be part of a PAID or ENTERPRISE developer account/program.

So what am I missing?

Note: Make sure you're running the developer beta for iOS 10 on your iPhone before trying to install watchOS 3.

as:

Note: Make sure you're running the developer beta for iOS 10 on your iPhone before trying to install watchOS 3 and be a developer with a PAID developer or ENTERPRISE account.
