Why can't I crop picture for my wallpaper

I saved a picture from Facebook. When to my photos to retrieve it for my wallpaper. How can I crop the pic to make it fit my screen. It's way to large and I can only view part of it.

You may need to either download the wallpaper that fits your device or get an app that can resize it for you. You can crop in the Photos app by selecting the "Edit" option, however, the feature is very limited, in my opinion.
