For whatever reason I'm unable to unlock at this time: so being sold as locked but paid off

By the new laws, they have to unlock it if it's not tied to any contract or financing tied to the device. Att doesn't do contracts anymore, right? But it's a 6s so maybe they still offered contracts still at that time and could be tied to a 24 month contract. Only way to know for sure is call Att. But that screen shot you provided tells you something.
