Can we expect the 5se to have 3D Touch?

We just don't know yet. We are in as much darkness as you over the specs of all new iPhones.

We can postulate as much as we want but that doesn't necessarily make it so.

Well we just don't know, since the phone has not even been announced yet and is only in the rumor stage at this point. It's possible they will drop that feature to save money IF they plan to market that phone on the lower end, BUT we just don't know. HOWEVER if they intend to market it as a high end but smaller iphone then likely it WILL have 3D touch. Again we just don't know it's only rumors at this point!
