Most of the time the issue you are having has to do with signal strength. Check to make sure your not in Airplane Mode or have your device in Do Not Disturb mode as well

Try updating your carrier's PRL and do some call tests. Also go to Settings>Sounds and check to make sure your volume and Ringer is on

check the little switch on the side of the phone... if you see color, flip the switch... then try volume buttons and see if you have the ringer volume set too low or off... then make sure you're not in Do Not Disturb mode...

If AT&T is your carrier, check your Settings > Phone > Call Forwarding. If you're not on AT&T hopefully your carrier has something similar. I would check the settings just to make sure nothing is turned on that shouldn't.
