Software or Hardware Problem?

I am using iPhone 6 with firmware iOS 9.3.1. Whenever I am taking pictures even if it is in Silent Mode, there is still a shutter sound. It's a little bit irritating because I usually use my phone in taking pictures for lectures in class.

Have you tried rebooting your device? I would try this first- If I had to guess I would say software-

Also, be sure that you are "silencing" it with the Mute switch and not with the "Do Not Disturb" function.
