It seems that this update must be installed over Wi-Fi. Something I don’t have access at work.

Apple seems to have enabled the 3GHz 5G+ antenna in 17.4.

Just an FYI - if you have a watch that you are keeping on watchOS 9, it will not sync with iOS 17.4. Once you upgrade to 17.4 the Watch app will tell you that you need to upgrade the watch in order to continue syncing. Stay on 17.3.1 if you need this.
