We all know that our 4s can not enable 3g. I want to ask are there any 3g toggle app? Non JB ofcourse

It depends on your carrier.
My wife has an 4s on KPN (Dutch provider) and I have one on Vodafone (again NL). Both have the 3G toggle.
The toggle switches the phone from GSM to WCDMA mode and back.
