Good that AT&T will support WEAs...

The other thing to know is there is also a process for law enforcement agencies at all levels to be trained and authorized to use the WEA system for the things they can use it for... so there may be locations where an Amber Alert gets issued but does not come across WEA...

No. Carrier settings updates do nothing to jailbreak.

WeatherChannel's email alert service is faster than the local media's EAS... as is an app I use & subscribe to alerts on - MyCast.

I didn’t see any carrier update... I just checked the Notifications settings and the option is there...

You ain't kidding. First time I received an EAS through my iPhone 5 I was working out in my room with my headphones on and it the middle of doing bicep curls I got an EAS and I jumped 10 feet in the air!

Yes the system will over ride any settings. When DND is set on. It will still notify you.
