Switching carriers and starting the iPhone Upgrade Program?

I am on T-Mobile, but we want to switch to Verizon. We still owe about $500 on both of our iPhone 6 devices. Verizon offers a program to payoff your phone from another carrier up to $300 per device. Can I start the iPhone program and get Verizon to pay for our old phones?
