Forum jump at the bottom of the page

I noticed a few months ago that the forum jump at the bottom of the page
was no longer there. Any reason? Now that I'm frequenting these forums more,
it's kind of a nuisance.

I've brought this up as well and it never gets fixed. Annoying has hell.
