Why can't Siri call my contact numbers (I live in Ghana.)?

Siri cannot call my contact numbers. I live in Ghana.

Siri always respond 'can't call my contact using this number'

Do you have the proper country/area codes attached to the numbers (in Contacts) you're attempting to dial?
