I can vouch for this. I could not update OTA my iPhone 4S until I tried it with iTunes. On iTunes, the update also failed until I set phone to recovery mode and did a restore to factory settings. After the update, I was able to restore my previous backup and all is well.

My iPhone 4s does the same thing. It drives me crazy. I've noticed that I can remove apps by going to Settings, General, Usage and there's no lag there.
