What do I use the berries for in Pokemon Go? Do they give me special powers or something?

You select them when you're trying to catch a Pok?mon and throw them at the Pok?mon. The Pok?mon will eat it and make it slightly easier to catch on your next pokeball throw. You can only throw one berry at a time.

I only use it for higher difficulty Pok?mon but don't know that one has helped me yet!

This has been my experience as well. It's helped me catch some troublesome Pok?mon!
