I have a problem with pokomon

I walked to a location earlier and I was on the blue dot but my pokomon didn't appear? Just half white and red balls came up.what does this mean? Am I playing wrong? Help asap

Force close the app and reopen, your game froze, it's a known issue. Niantic has a lot of server issues right now because this game is massively popular.
