Photos app in OSX crash, no option to repair library as well..how can I resolve this?

Photos app in OSX crash, no option to repair library as well...

I have a Mac Mini with El Capitan 10.11.3.
One day, my Photos app was crashing every time I tired to run it.
It doesn't show anything, it just crash immediately after I try to run it.
I tried to press command+option but it would crash before any non error dialog appear as well.
I tried to import my video from my iPhone using Image Capture, but I think it doesn't support iOS 9.3.2? Anyway, I couldn't make my iPhone 6 appear on Devices for Image Capture.
I am also unable to install iPhoto because I have a newer version(Photos) installed.
Not sure what to do...
I don't see to have any option to import my video to my mac from my iPhone right now.
Unless I do it over the air and but an app for that...

Any idea how to resolve this issue?

Have you tried re-installing OS X El Capitan? It's possible the Photos app on your Mac Mini is corrupted.
