Why don't you try 4.3 again and see if it finishes installing? I thought the 4.3 beta was for the iPhone only??? You could also try putting your iPad into DFU mode which allows you to install the OS without loading the one that's currently on the device.

4.3 is also for the iPad. They have new features like the option for the side switch and that annoying "sex" gestures for pinching and moving around

I heard about those features but thought they were just rumored. It's good to know they're keeping all the devices at the same firmware level fo now.

I installed 4.3 and the phone went to recovery mode after install. I used tiny umbrella to kick it out of recovery mode and all was fine.
google tiny umbrella and try that. Im pretty sure you cant go back to 4.2.1 unless you saved your SHSH BLOBS

I don't see why he wouldn't be able to restore to 4.2 since that's the current one? So why would he need his shsh blobs saved? Does 4.3 upgrade the baseband? maybe that's why you're having problems going back to 4.2? I don't really know so I'm just speculating.

The OP is correct, one of my friends is having the same exact situation as well, the ipad won't bypass recovery mode and itunes reports that he needs to have a developer account in order to evaluate now the ipad won't go back to 4.2 which is odd because 4.3 is not even an official release, tried all the work arounds but nothing seems to make the ipad function again, i hope this gets fixed when b2 or final release is out.
