Depends on the app. Some have a universal binary so that they work on both iPhone and iPad for one price, others have separate purchases for each device - like Slingplayer.

Not happy about this.

I just bought an ipad. I had no idea that I would have to pay for so many apps that I have already bought.

And many that are free on the iphone have to be purchased for the ipad.

Madden 11, for example. I already paid for that for my iphone a few months ago. If I want it for my ipad, they want another $12.99

Avoid buying an application for iPad that you already have on iPhone because you can use the app for both the devices, its pointless buying it again but on the other hand there are some apps that do not work on both devices, so always make sure before buying an application.
