My iPad Mini won't restore/update. How can I fix this?

Two ago, I put my iPad mini (iOS 7.1.2 jailbroken with 1 tweak) into iTunes recovery mode and plugged it in so I can restore (remove jailbreak) and update to iOS 8. I didn't check the battery recently so the battery died when in recovery mode. I plugged it into my wall adapter and let charge for a few hours and when I plugged it into my PC (Windows 8.1) and tried to restore/update I kept getting Error 4013. I've tried different cables, different PCs and tried manually selecting an IPSW and nothing worked. Does anyone know how to fix this?
