ipad locked up with back to icloud message

How can this be prevented? My ipad is a device for travel not daily use so its not uncommon for it to sit for weeks without being used. I had to do a reset to gain control of the ipad again while away from home. What is apple doing about this and what causes? I mean I appreciate them reminding me to do a backup but to relieve me of all control over the device is a little much don"t you think.

If you don't use the device that often, why not turn off iCloud backups on it? You wont be prompted to enter your AppleID password for the backup. You could sync it to iTunes right before you need it and then again before you put it away. Just a thought...

I don't understand why it locked up. I hadn't backed up my ipad mini and iPod touch for about 2 weeks and last weekend I got a notification on the lock screen saying that I hadn't backed up to iCloud for 2 weeks. I was still able to unlock both devices and then backed both devices up to iCloud a few hours later.
