Sounds completely normal to me. I have the same and it gets warm occasionally when I'm doing several things at once. As long as it doesn't overheat it's fine. The iPhone will give you a warning and temporality suspend use of the device if it senses it's getting abnormally hot.

The iPad is the property of your school. It does not belong to you. They removed the App Store for a reason. If you were to figure out a way to hack the device and get the App Store back, I'm sure there would be negative consequences for doing so. If you want an iPad with the App Store...
