    I'm at 9 beta 4 and have noticed that after closing all apps with flick up before powering down, That i have 4 apps running after powering on the next morning. The apps are Settings and Safari Words and scrabble. Is this a new feature of 9 or a bug in 9?

    iOS 9 Developer Beta 4 is out...

    It crashes on all except ringtones, and it's a known bug.
