As jaguarr40 said. Go to settings>notifications> scroll down to App Store and make sure you've turned BADGE APP ICON on. Even if you've set the other notifications off you still can turn on Badges. Sent from my iPhone using Tapatalk

Just wanted to add that I was able to update my phone through iTunes 11 without deleting more apps. I wish I had tried this before purging so much on my phone. Don't know if this works for the entire 3.1 GB space request but worked for 1.1 GB needed. iOS 7 looks nice on my phone!
