You might not have AT&T's new LTE Band 30 support. This is just speculation, and I'm sure that I'm just reading what others are guessing themselves, but possibly the ATT unlocked upgrade program iPhone will be different from the other 3 in that the ATT model will have Band 30.

When I do all that above and then give the phone, will he be able to get the IMEI number off the phone without a sim card or will he be stuck at welcome screen? I don't have the box and he'll have to get imei off a phone to order sim.

I'm using an unlocked non-carrier branded 5c on Cricket. The only drawback is LTE doesn't feel any faster than non-LTE, or even slower.
